Why are there flags on my property?

If you notice digging, construction activity, or locate flags (colored flags or paint markings) in the right of way and are curious about the nature of the work, please call 811 Sunshine. They can provide accurate and up-to-date information on permitted utility work happening in your area.

Please be aware that the Public Works Department is not involved in private utility work and does not manage or authorize underground utility marking (locate flags). This work is coordinated directly through utility companies and the state’s 811 Sunshine system.

Locate flags and paint markings are placed to identify underground utility lines before excavation begins. These color codes help protect critical infrastructure and prevent service disruptions:

White – Proposed excavation

Pink – Temporary survey markings

Red – Electric power lines, cables, conduit, and lighting

Yellow – Gas, oil, steam, petroleum, or other flammable materials

Orange – Communication, alarm or signal lines, cables, or conduit

Blue – Potable water

Purple – Reclaimed water, irrigation, and slurry lines

Green – Sewers and drain lines
